The 10%–80% Myth: Why the EV Industry Is Solving for Half the Market
Roughly half of the vehicles in the US don't have off-street parking to charge.
Every EV review, every manufacturer spec sheet, every charging network app leads with the same number: charge time from 10% to 80%. It's become the industry's standard unit of measurement, the headline figure that defines what "fast charging" means. There's a reason for it. Lithium-ion batteries charge fastest in that middle range. Above 80%, the chemistry requires the charger to taper back to protect the cells. So 10%–80% is real, it's honest, and it's genuinely useful. For about half the people who will ever own an electric vehicle. For the other half, it's nearly meaningless. Who's Buying EVs Right Now, and Who Isn't The current EV market is not a cross-section of America. It's a self-selected group. Four out of five new EV buyers today have dedicated off-street parking at home. That's the finding from the Escalent EVForward study, and it's not a coincidence. It's a filter. The people buying EVs in large numbers are disproportionately homeowners, suburbanites, people with garages or driveways and the disposable income to add a Level 2 charger. They plug in every night, wake up to a full battery, and almost never need a public DC fast charger except on road trips. For these drivers, 10%–80% is a perfectly reasonable spec. Their daily "refueling" happens overnight. The DC fast charger is a convenience or rare need on a road trip, not a lifeline. But here's what that number obscures. Approximately 44–53% of vehicles in the United States don't have access to a dedicated off-street parking space, and roughly a third of all housing units have no parking within reach of an electrical outlet at all. These are apartment dwellers, renters, urban residents, and anyone who parks on the street. They can't plug in at home. Period. For them, the DC fast charger isn't a road trip tool. It's the gas station. It's the only way to charge. And when they pull into a charger and see that it'll take 30-40 minutes to get from 10% to 80%, with significantly longer still to reach 100%, that's not a minor inconvenience. That's the experience of refueling their vehicle, every time. The Fleet Hasn't Caught Up Yet The average age of a vehicle on American roads today is 12.8 years (S&P Global Mobility, 2025). The average EV is just 3.7 years old. The EV industry is still in its infancy relative to the broader vehicle fleet. The people buying EVs right now are early adopters, wealthier, more technically inclined, more likely to own their home. That's not a knock on them; it's just the reality of where we are in the adoption curve. As EVs age into the used market, as prices come down, as the demographic shifts from early adopters toward mainstream buyers, the profile of who owns an EV will change dramatically. More renters. More apartment dwellers. More people who can't install a home charger even if they want to. More people who depend entirely on public charging infrastructure. The industry is building for the buyer of 2022. It needs to be designing for the buyer of 2030. What "Solving the 100% Use Case" Actually Means There are two paths forward, and we need both. Path 1: Faster charging to 100%. This is primarily a battery chemistry and thermal management problem. The reason charging slows above 80% isn't arbitrary. It's physics. But it's physics that's being actively worked on. Solid-state batteries, improved cell architectures, and smarter thermal systems all push that curve. An EV that can reach 100% nearly as fast as it reaches 80% today changes the equation for the public-charging-dependent driver. Path 2: Dense, reliable public charging infrastructure. More stations, more stalls, less downtime. If charging to 100% takes longer than 80%, the answer can partly be more places to do it, so that waiting isn't a hardship. This is the path the industry and government have been most focused on, and it matters. But it's not sufficient on its own. The gap is that neither path is being pursued with the public-charging-dependent driver as the primary customer. That driver is treated as an edge case, a footnote to the spec sheet that was written for someone with a two-car garage. The Standard Is Rigged Against Half the Market When you advertise "20-minute charge" and that only gets a driver to 80%, you've told them something true and something incomplete. You've told them the best-case scenario for the customer you designed the product for. The driver who relies entirely on public DC charging and needs to reach 100%, because they have nowhere else to charge, may be sitting at that station for an hour or more. That's a different product experience. And right now, it's barely acknowledged in how EVs are marketed, reviewed, or compared. We keep hearing that EVs are ready for mainstream adoption. And they are, for a mainstream that looks like today's EV buyer. As EVs move down-market and used EVs become the affordable option for drivers who can't charge at home, the 10%–80% spec will start to feel like what it actually is: a number that was never meant for them. The Call to Action If you're in the EV industry, whether automaker, charging network, or policy advocate, the question worth asking is not "how fast can we get to 80%?" It's "what does the full charging experience look like for someone who has no other option?" That means: Publishing 0%–100% charge times alongside 10%–80%, so buyers have the complete picture Prioritizing battery architectures that flatten the charge curve above 80% Designing charging infrastructure with dwell time and amenities that match real-world use by public-charging-dependent drivers Advocating for residential charging access through building codes, multi-unit dwelling requirements, and incentives that extend the at-home charging advantage to renters and apartment dwellers EVs are genuinely capable of replacing the internal combustion engine for nearly every driver. But "nearly every driver" isn't good enough. We need to solve the 100% use case. Not the 50%. Not the 80%. The industry has spent a decade optimizing for the driver who wakes up with a full battery.
